I currently found a good introduction about web standards on the internet. On the website of Opera Software (yes, the browser!) a couple of internet experts published an online course about using web standards. Until now there are about 25 articles on topics like (x)html, css and javascript. At the end they will have 50 articles covering really all topics. They are released under creative commons.
As someone who works as a web developper in Germany for more than 10 years now, I want to mention another great source (I guess, that most colleagues from Germany know about): Selfhtml founded by Stefan M?nz.
